Wisconsin Recovery Home Insurance Coverage Act

Section 1: Title This Act shall be known as the "Wisconsin Recovery Home Insurance Coverage Act."

Section 2: Purpose To ensure that recovery homes certified by accredited associations are covered by health insurance plans, improving access to essential services for individuals in recovery.

 

Section 3: Definitions - Recovery Home: A residential facility that provides a supportive living environment for individuals recovering from substance use disorders. -Insurance Plan:Any health insurance policy or managed care plan regulated under Wisconsin law. - Accredited Association: An organization that certifies recovery homes based on established standards.

Section 4: Coverage Requirements 1. All insurance plans in Wisconsin must cover services provided by recovery homes that are certified by an accredited association. 2. Coverage shall include: - Room and board - Individual and group counseling - Case management services - Medication management

Section 5: Certification Standards

1. Recovery homes must obtain certification from an accredited association to be eligible for insurance coverage.

2. The accredited association shall establish criteria for certification based on best practices and quality standards in substance use recovery.

Section 6: Implementation

1. The Wisconsin Department of Health Services shall maintain a directory of certified recovery homes eligible for insurance coverage.

2. Insurance providers must update their policies to comply with this Act within 180 days of enactment.

 

Section 7: Accountability and Reporting

1. Certified recovery homes are encouraged to report on service utilization and resident outcomes to the Department of Health Services. 2. The Department will evaluate the effectiveness of this Act annually and report findings to the Wisconsin Legislature.

 

Section 8: Effective Date This Act shall take effect 90 days after its passage and approval. Section 9: Sever-ability If any provision of this Act is found to be unconstitutional or invalid, the remaining provisions shall continue in effect.
